Furthermore Peter does not see the cataclysmic events of vv. 19 and 20 "And I will shew wonders in heaven above, and signs in the earth beneath; blood, and fire, and vapour of smoke: The sun shall be turned into darkness, and the moon into blood, before the great and notable day of the Lord come". Yet is is that of which Joel speaks, because it is the beginning of that fulfillment. Peter did not see the "Spirit" coming upon all people, he did however see it coming upon the 120. This was the beginning, but it was not the complete fulfillment. As Peter understood, that the last days had already begun, even with the birth of Christ.
