God doesn't damn people, people damn themselves by the choices they make.
That's the general rule.
"He who believes in Him is not judged; he who does not believe has been judged already, because he has not believed in the name of the only begotten Son of God
It's a different story if someone was told about Jesus, explained what He did for us, and the other person understood, but rejected Jesus anyways for arrogant foolish reasons. He seals his fate. He may at another time of his life have a personal experience with Jesus and accept Him. So we have many chances in our lives. Life is our place to make choices and change our minds.
Romans 2:14-16
14 For when Gentiles who do not have the Law do instinctively the things of the Law, these, not having the Law, are a law to themselves, 15 in that they show the work of the Law written in their hearts, their conscience bearing witness, and their thoughts alternately accusing or else defending them, 16 on the day when, according to my gospel, God will judge the secrets of men through Christ Jesus. NAS
There are no second chances for those who have heard God's truth and rejected God's plan for the salvation of mankind and/or interpreted His truth by appealing to the traditions of men.
They also need refinement, right. Not all these people are condemned. Jesus judges their hearts and minds as He will do with us. A good proportion of these people will also enter Heaven, eventually.
