We are speaking specifically of NSF grants and they are never ghost written.
Not all scientists who question evolution or light speed are creationists so it seems to me that you are the one "whining".
It's real simple if they have something useful to present they can get it funded and published. There are several mainstream articles dealing with changing c already published in the past few years.
As to scientists attempting to upset the apple cart; when scientists appeal to a secular court to silence dissent those scientists are in effect using the law to censor real "rogues" whose only agenda is science. When science is stymied by politics the agenda of the scientists who resort to the courts is suspect.
I think you've got it backwards. It's the creationosts who are using the courts instead of the normal scientific venues.
