OK I don't know but I'll guess based on what I have read and tried to inturpet on my own. What beings was HELL originally designed for? Immoral beings? Some say as a way to keep people inline or as a deterant such as the death penalty is so we do nor commit murder here on earth Could it be that it was desiged to hold Satan? What beings before us are immortal Cherubs and Angels? I'm guessing here In the LAW of Justice even satan himself isn't in hell yet. This is what lead me to my answer in #1 Who was it designed for A God(Judge) who does shows forgiveness shouldn't show forgiveness to a mass murderer who will go out and kill more people. Now here I'm having trouble as a mass murderer can be forgiven can they not? Couldn't Bundy have turned around and came to God? But God is not a Judge here on a bench like Ito and and his judgement is different isn't it?
