Shannon information is what is referred to by information that can be shortened and coded. A times A times A times A times A, for instance, can be shortened to A^5. "A" does not have to have any meaning for this to happen.
Genetically, you can have duplications or spare bits without any meaning. This is added information in the sense that it can be coded, but it makes no sense to the cell, so it is not meaningful information.
In order for evolution to progress from less to more complex, the cell must be able to know what to do with any added information. In other words, the information must be meaningful.
