Vaginal fluids can be released by manual stimulation in women just the same as in men; and without penetration. As you stated some STD's can be transmitted orally, and you can get crabs without penetration or laying on sheets that are contaminated.
Ignorance of something as common as STD's is inexusable for any person living in an advanced society.
