God couldn't have chosen Satan's side, but man can and does. If you get time to go and look in the occult forums you will see that we are discussing this very issue there.
The Bible clearly states that Satan took rulership of the earth from man, when man sinned. God gave the right to man to rule over the earth at his creation. He was told to have control over it.
When Satan came to Eve in the Garden, he said to her "Did God really say?" He said to her "you will not surely die" "you will be like the most high God". Eve gave into those thoughts and temptations and she and her husband Adam caused sin to enter the world through that act of disobedience and the Bible clearly teaches that Satan is now the ruler of this earth. All people, no matter who they are or where they live, are under the rulership of Satan, even if they don't realise it.
Satan comes to every man, woman and child alive on this earth with those same temptations... "did God really say?" He comes to you and me, and He came to Jesus.
Satan WAS putting God to the test.. and the human Jesus was his target. The challenges he gave to Jesus, had Jesus taken them, would have resulted in exactly the same sin that Muhammed did when he listened to Satan's voice.
Jesus stood against Satan and never gave into temptation. We on the other hand give into temptation all the time. The bible teaches that Jesus was tempted in every way just as we are, but was without sin.
Had he done so, the rulership of this earth, which Satan had taken from man, would have been completely his for all eternity. What Satan was doing was trying to prevent Jesus going to the cross. If Jesus had accepted his offer to give him the rulership, the cost would have been for him to bow down before Satan and worship Satan as God.
The significance of this story, as I said, is not just found in it's "human side" which was to teach us how to not allow Satan to tempt us, but it's "divine" side, was that going on here, before our eyes..
Satan, the created fallen angel, was asking the God of the universe to bow down and worship him.
Jesus, who is God, spoke with authority...
"It is written you shall worship ONLY the Lord your God, and Him only shall you serve".

Satan approaches the throne of God often and asks permission to tempt humans (in this case Job and his family) and make them curse God. God actually gives him limited permission to attack Job..and the end result is that God shows Himself Almighty.
The bible in Revelation, speaks of Satan as the accuser who forever accuses man before God. Does this make God any less the Almighty?? Because Satan approaches Him? In the Book of Isaiah the prophet, it clearly states, that Satan has since the time he was created, had access to God and he used that access to constantly make himself "Like the most High God". Isaiah teaches that for this sin, hell was created. Satan and about 1/3 of the angels lost their former positions in the heavenly realms.
What you see happening here at the temptation of Jesus, is what had happened before the throne of God.. and the Cross was the final blow when God SHOWED HIMSELF ALMIGHTY.
God uses nations, God uses rulers, God uses people, God uses even Satan, to prove He is THE ALMIGHY, THE ONE AND ONLY GOD. If He did not use everything in creation to do His will and to serve His purpose,, He would not be ALMIGHTY GOD!!.
