First I would I have to say is to pray openly during service about needing workers, then once a month have an invitation for anybody who wants to work
in the bus ministry to come forward. There seems too many people who wants to work in the church AND too many churches who needs workers.
Why this exist I suspect is because of non-communications.It also seems that once people gets their feet wet in it they will not want to stop doing it.
It's not work, it's enjoyable, it's the most fun you will have in your entire life! If it becomes work then something is wrong!
If you plan on running a Bus Ministry then your Sunday Schools should reflect the needs of what is involved in dealing with non-Christians.

Have open dialogues about "what real Christian life has been like during the week".
The first key in any war is to know your enemy, how can you as a pastor know if your enemy during the week is messing with your sheep unless you listen to them!
REMEMBER THE KEY IS THE
GOSPEL!
