I'm new here, and this seems an interesting discussion, but shouldn't the question be 'can animals sin' as opposed to 'can animals ask why'.
If we assume that animals see us as we see God, then that notion certasinly enters the frame, but the regularity and ease with which wild (and tame) animals kill humans denies that they see us as 'gods'. After all, we never created them.
Animals are just machines that God created for us, in the same way as we have created motor-vehicles and other machines for our own purposes.
They do not need to ask why?
