Is this GOd that gave gifts to men, The Father and Son?
No, the God the father didn't, neither did God the Son, only the God who is called the HOly Spirit does that.

Is the Father God?
Yes, of course, he is God too. There is only one God (Father, Son, and Holy Spirit)
Is the Father the same God that came in the flesh?
