This quote is from an article by Raymond Birge, in his article "Probable Values of the Physical Constants" as published in Review of Modern Physics, vol. 1, 1929 p. 48. Is this too old? Don't worry, the same problem was found by Dicke in the American Journal of Physics, vol 28 no. 4, pp 344-347, 1960. There has been more discussion in physics journals about this 'problem' continuing.
