"Out of many, one" is a clear reference to the thirteen colonies united into one nation – symbolized by the 1. shield on the eagle's breast. As explained in the official description of the Great Seal, the thirteen vertical stripes "represent the several states all joined in one solid compact entire, supporting a Chief, which unites the whole & represents Congress. The Motto alludes to this union."
Other symbolic elements on the Great Seal suggest "E pluribus unum":
• Constellation of thirteen stars
• Bundle of thirteen arrows

Revelation 12:4 - And his tail drew the third part of the stars of heaven, and did cast them to the earth: and the dragon stood before the woman which was ready to be delivered, for to devour her child as soon as it was born.
Eagles breast:
Revelation 4:7 - And the first beast was like a lion, and the second beast like a calf, and the third beast had a face as a man, and the fourth beast was like a flying eagle.
There are many different types of creatures that serve God in Heaven and in the above passage is describing how a particular creature looks like, I wonder?

Revelation 6:2 - And I saw, and behold a white horse: and he that sat on him had a bow; and a crown was given unto him: and he went forth conquering, and to conquer.
