I use HTML-Kit for about everything now. The amount of plug-ins for it like PHP and JAVA are awesome and saves hours of time.
I used frontpage 98 for the first year of the sites before I had to find something that gave me more control over it. What I liked about frontpage was the WYSIWYG. You can create and update webpages faster that way. But it takes too much time when a site gets a LOT of pages. I use NVU for the WYSIWYG which I save locally then hack with HTML-Kit, then upload to the server.
