Stem cells can grow into neurons, children have them in their developing brains.
When you're a fetus you grow brain cells. But once you're born that's it, none are grown.

It is not physically possible that a 9-year old child is fully mentally mature enough to enter a marriage. There is a physical limitation on that child, her brain is not fully matured and her skull has more growing to do. Her mind is just not mature.

Yeah I know it's amazing. But that's why they spend 2 years of their life memorizing it all. Not only can they say it, they are tested on it and have to recite from the middle of different Chapters and things like that.
