It is interesting that Jesus used sheep instead of goats or some other domesticated animal common in His time. John 21:15-18
15 So when they had finished breakfast, Jesus said to Simon Peter, "Simon, son of John, do you love Me more than these?" He said to Him, "Yes, Lord; You know that I love You." He said to him, "Tend My lambs." 16 He said to him again a second time, "Simon, son of John, do you love Me?" He said to Him, "Yes, Lord; You know that I love You." He said to him, "Shepherd My sheep." 17 He said to him the third time, "Simon, son of John, do you love Me?" Peter was grieved because He said to him the third time, "Do you love Me?" And he said to Him," Lord, You know all things; You know that I love You. "Jesus said to him," Tend My sheep. NAS
You will notice that all three times Jesus refers to the sheep as My sheep. John 10:1-5
10:1 "Truly, truly, I say to you, he who does not enter by the door into the fold of the sheep, but climbs up some other way, he is a thief and a robber. 2 "But he who enters by the door is a shepherd of the sheep. 3 "To him the doorkeeper opens, and the sheep hear his voice, and he calls his own sheep by name, and leads them out. 4 "When he puts forth all his own, he goes before them, and the sheep follow him because they know his voice. 5 "And a stranger they simply will not follow, but will flee from him, because they do not know the voice of strangers." NAS
John 10:13-18
14 "I am the good shepherd; and I know My own, and My own know Me, 15 even as the Father knows Me and I know the Father; and I lay down My life for the sheep. 16 "And I have other sheep, which are not of this fold; I must bring them also, and they shall hear My voice; and they shall become one flock with one shepherd. 17 "For this reason the Father loves Me, because I lay down My life that I may take it again. 18 "No one has taken it away from Me, but I lay it down on My own initiative. I have authority to lay it down, and I have authority to take it up again. This commandment I received from My Father." NAS
Acts 20:18-38

Heb 13:20-21
20 Now the God of peace, who brought up from the dead the great Shepherd of the sheep through the blood of the eternal covenant, even Jesus our Lord, 21 equip you in every good thing to do His will, working in us that which is pleasing in His sight, through Jesus Christ, to whom be the glory forever and ever. Amen. NAS
1 Peter 2:25
25 For you were continually straying like sheep, but now you have returned to the Shepherd and Guardian of your souls. NAS
1 Peter 5:1-5
5:1 Therefore, I exhort the elders among you, as your fellow elder and witness of the sufferings of Christ, and a partaker also of the glory that is to be revealed, 2 shepherd the flock of God among you, exercising oversight not under compulsion, but voluntarily, according to the will of God; and not for sordid gain, but with eagerness; 3 nor yet as lording it over those allotted to your charge, but proving to be examples to the flock. 4 And when the Chief Shepherd appears, you will receive the unfading crown of glory. 5 You younger men, likewise, be subject to your elders; and all of you, clothe yourselves with humility toward one another, for God is opposed to the proud, but gives grace to the humble. Rev 7:14-17
14 And I said to him, "My lord, you know." And he said to me, "These are the ones who come out of the great tribulation, and they have washed their robes and made them white in the blood of the Lamb. 15 "For this reason, they are before the throne of God; and they serve Him day and night in His temple; and He who sits on the throne shall spread His tabernacle over them. 16 "They shall hunger no more, neither thirst anymore; neither shall the sun beat down on them, nor any heat; 17 for the Lamb in the center of the throne shall be their shepherd, and shall guide them to springs of the water of life; and God shall wipe every tear from their eyes. " NAS
Jesus is the chief shepherd not the Pope and any other human being.
Paul warned Christian’s to be on the alert for wolves that would steal the Lord’s sheep. By assuming an authority not given any man the Pope has become the wolf that steals the Lord’s sheep.
