That's a myth. For instance, when people get even a tiny percent of their brain damaged, they often go into a coma or have a radical personality change. If the 10% thing were true, then would that mean if a dog used 100% of it's brain, then it would be smarter than a human? No, because a dog already uses all of it's brain. And while I prefer dogs, humans are, generally, smarter.
