Fish do not breath, they obtain ozygen through their gills, therefore they are not animals that breath to live, which would include bacteria. Now, if you check the Hebrew you will find that what God is doing is destroying all life ON the earth not IN the SEA. When Scripture refers to our planet the term is: OT:8398

Now, common sense, and God is not dumb, tells you that fish don't need to be saved from drowning and neither do whales, dolphins, and other sea going mammals. Common sense will also tell you that bacteria can survive in dead fish in the sea, your own stomach, lungs, and etc. So to even bring up organisms that don't breath is ludicrous.
